Abstract

Transformasi digital menjadi kebutuhan strategis bagi pemerintah daerah dalam menghadapi era Revolusi Industri 4.0 dan Society 5.0. Kota Pematangsiantar sebagai salah satu kota berkembang di Provinsi Sumatera Utara memiliki potensi besar untuk mengimplementasikan konsep smart city melalui penguatan sistem e-government berbasis kecerdasan buatan (Artificial Intelligence/AI). Penelitian ini bertujuan merancang model e-government berbasis AI yang terintegrasi guna meningkatkan efisiensi pelayanan publik, transparansi pemerintahan, serta partisipasi masyarakat. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan studi literatur, observasi sistem pemerintahan daerah, serta analisis kebutuhan berbasis smart city framework. Hasil penelitian menunjukkan bahwa integrasi AI dalam e-government dapat diterapkan melalui sistem pelayanan publik otomatis, chatbot layanan masyarakat, analisis big data untuk perencanaan kota, serta sistem pengambilan keputusan berbasis prediksi. Model yang dirancang diharapkan menjadi fondasi strategis bagi Kota Pematangsiantar menuju kota pintar yang berkelanjutan.
